Utilization of Educational Attainment of Foreign Migrant Workers in the Czech Labour Market

This doctoral thesis addresses one of the most significant topics in contemporary research in international migration; that is the education-occupation mismatch of highly qualified foreign workers in the labour market of a host country. The thesis focuses on the situation in the Czech labour market in the time-period between 2009 and 2016. By the possibility to utilize a unique set of non-public, anonymized individual data on foreign employment this thesis provides a first thorough empirical evidence on the level of mismatch of skilled migrant workers in the Czech labour market, with a dominant focus on quantitative approach to the given issue. Results of the research reveal that the mismatch between the migrant employees' attained (tertiary) and required education at their job occupations on the Czech labour market does exist and it is encountered by 20-30 % of tertiary educated foreign workers; moreover, level of mismatch has been gradually increasing over the given time-period. The differences in the level of mismatch then fundamentally differ across particular citizenship groups. The resulting level of mismatch of highly skilled foreign workers in the Czech labour market seems to be driven predominantly by broader social and economic drivers. Overqualification: real or artificial problem?

The imbalance in the labor market between the supply of and demand for skills is a widespread phenomenon that may contribute to unemployment and lower productivity and competitiveness. This diploma thesis aims to explore and understand the complex phenomena of skill mismatches on the labor market. As skill mismatch manifests itself in various forms, there exist different but also related concepts of educational or qualification and skill mismatches. In the first part a clear distinction between skill and qualification mismatch is made, the links between different types of mismatches are described and the debate of using each of the concepts is situated as well as the comparison of advantages and disadvantages of different concepts. Next part of this thesis concerns also with potential causes of mismatches in the labor market as well as its consequences and implications for individuals, businesses and society as a whole. In the next section, the information on possible measures of educational or qualification and skill mismatches is offered and the comparison of these measures is made. Gradual reduction in admission requirements for colleges and universities, error or necessity?

Number of applicants not only for secondary apprentice schools but also is decreasing due to demographic development. Things that are changing are also the preferences and shift of demand towards grammar schools as the students and their parents try to concentrate on university studies which they considers as a necessity nowadays. This is the cause for outflow of students from the secondary apprentice schools without A-levels and some parents make their children apply for university just to earn a degree which the young would not chose as their first option. The target of this work is to find out if the changes in demographic development and the changes in human thinking really influence the quality of students at both secondary and tertiary educational institutions. The methods that have been used in this work are descriptive analysis, questionnaires and detailed inspection of previously published analyses, their results and confrontation with the conclusions. The conclusion of this work summarises results of the analysis, evaluates the limits of the methods used and states the recommendations to the future.
